I'm not sure I get all the connotations referred to, but basically it is a lost 'dog-collar' (it's subsequently been reclaimed, though how the dog got it down off the fence, I don't know) which in British slang is also a term for the white neck-bands worn by vicars and priests.

Shame it's not aspiring to be a caption comp, but that doesn't altar the fact that it's a good photo.
